May 15, 2026 – Within the framework of the XVII International Economic Forum "Russia – Islamic World: KazanForum," the NOTECH Association of Technical Clients and the All-Russian Center for National Construction Policy (VCNSP) hosted an industry session titled "Best Practices in Construction Management." Supported by the Ministry of Construction of Russia, the session brought together leading construction industry experts, representatives of engineering companies, investors, and construction clients.
Speakers from NOTECH reviewed the current state and development prospects of the "technical client" institution and its impact on the overall efficiency of the construction industry. The participants also discussed the key functions and tasks of a technical client, existing operational challenges, the division of responsibilities among project participants, relevant case law, and the digitalization of construction management.
The session was moderated by Alexey Nikitin, President of the NOTECH Association. In his address, he outlined the development of the technical client institution for the 2026–2030 period and presented practical tools for market development. The speaker paid special attention to the key findings of the first industry study conducted by the Association among its member companies.

Alexander Podkolzin explained the importance of involving a technical client at the design stage: "A technical client is the critical link that connects the interests of the investor, the designer, and other project participants. Engaging a technical client allows the investor to comprehensively manage design works, reducing the risks of budget overruns and schedule delays, while improving the quality of the project being developed," Alexander stated.
The "Best Practices in Construction Management" session served as one of the key business platforms at "KazanForum'26" dedicated to the development of the technical client institution. Participants and experts agreed that the systemic development of this institution—including legislative regulation, process digitalization, and the training of qualified personnel—is a necessary condition for increasing construction industry efficiency and achieving national development goals.
